Kirk Henry is a results-driven Information Communication and Technology (ICT) professional with more than 20 years’ experience leading and managing teams in support of ICT-enabled business projects. He is a former student of St. Mary’s College and a graduate of the University of the West Indies, where he earned Bachelor and Master of Science degrees in Computer Science. He also earned a Master of Science degree in International Finance from the Arthur Lok Jack Graduate School of Business.
Prior to joining iGovTT, Mr Henry’s last role was as Head of the Information System department at a leading regional General Insurance organisation. He began his career as an Applications Programmer working on the Y2K problem at the Trinidad and Tobago Unit Trust Corporation. There he worked on all of the corporation’s major systems and moved through the ranks to eventually lead their digital strategy as Head of the ICT division. He spearheaded the organisation’s pioneering thrust into the world of electronic payment systems and 24/7 real time online transaction processing for its suite of investment products. Mr Henry prides himself on his ability to use practical solutions to solve complex business challenges.
He is also an ISACA certified IT governance professional and in 2016 was the recipient of ISACA’s Worldwide Achievement (CISM) Award. He recently completed a three-year term as a returning subject matter expert on ISACA’s CGEIT Exam Item international working group and some of his work has been published in their IT journal. Mr Henry is a proud UWI alumnus and currently serves as an external examiner at the university.
Mr Charles Bobb-Semple is an accomplished, results-driven professional with notable success directing and project leading a broad range of corporate ICT systems initiatives, while participating in planning, analysis and implementation of solutions in support of business objectives. With more than nineteen years of ICT experience, he is a certified project management professional who acquired two Masters degrees, an MBA in Business and an MSc in Computer Science.
Mr Bobb-Semple has a distinguished career spanning organisational restructuring, project management, software development, systems re-engineering, database design and administration. His track record of leadership, sector knowledge and practical experience is vital in helping the organization to achieve its objectives.
Mr Sherwyn Cambridge has been with the Project Management Office at iGovTT from its inception in 2009. He has overseen the successful provision of project management to numerous projects, including TT Bizlink, the well-regarded ICT-based trade facilitation system.
A graduate from Andrews University, Michigan (MBA, Management BSc Computer Information Systems) Mr Cambridge is also PMP Certified and has an eGovernment Certificate. He has worked in New York, Guyana and Barbados before joining the Ministry of Public Administration in 2005. His experience from 2005 to present spans from the conceptualisation and development of ICT policy and business plans to managing the implementation of enterprise wide projects.
Mr Edson Eastmond has more than thirty-five years’ of work experience within the telecommunications, automotive, public transport, tertiary education, customer service and ICT industries. He holds a Masters of Business Administration degree with a specialization in Marketing from the Heriot-Watt University, a Masters of Science degree in Customer Service Management from the University of Leicester and an advanced diploma in Business Management from the Association of Business Executives.
At present, he is charged with the responsibility for the growth and development of the ttconnect unit. The value proposition of ttconnect is seen in citizens increasingly maximizing the accessibility of Government services and information which is made a reality through the use of the ttconnect channels. Mr Eastmond is also the holder of the Lean Six Sigma Green Belt, has completed Levels 1A and 1B in Spanish from the University of the West Indies, Centre for Language Learning and also completed the Certificate in Project Management Body of Knowledge from the Project Management Institute.
Head, Finance & Administration
Ms Christine Ferreira is a Chartered Accountant (CPA) with over two decades of experience in the industry. She also holds a Bachelor of Science (Honours) degree in Accounting and a Master of Science degree in Economics from the University of the West Indies. Ms Ferreira began her career as an auditor at Price Waterhouse and later worked as Senior Vice President and Financial Controller at a major construction company in Barbados. She spent the last 18 years in private consultancy, enabling strategic, financial and operational initiatives of businesses.
An entrepreneur at heart, she has been committed to promoting regional tourism, co-conceptualizing and building the regional lifestyle brand Island Life, while establishing Island Life magazine as the premier lifestyle publication in the Caribbean. She was responsible for transitioning the magazine into an app, providing advertisers with the cutting edge power of digital advertising in this new mobile communication era. Over the years, she has been a producer of four regional lifestyle television series and co-producer of the regional trade show, Habitat Caribbean. At iGovTT, Ms Ferreira is the Head of Finance and Administration, charged with responsibility of providing leadership and direction to the organisation’s financial and general administrative activities.
Mr John Outridge is an ICT Professional with extensive experience in implementation of Online Payment solutions, Information System Architecture, Mobile Application Development and Information Technology Risk Assessment.
He has managed complex and highly confidential assignments for both Government Ministries, Automotive, Telecom, Energy and other private sector companies, many of which were specific to innovation in ICT and enhancing business processes. His experience also includes Business Continuity Planning and Disaster Recovery Planning.
Mr Outridge has over 10 years’ experience in the ICT field from designing and implementing Information System Hardware and Software Solutions to Information Security Risk Assessments and Mitigation. He has in depth experience in the following platforms and standards; SharePoint, SQL, Windows Server, IOS and PCI compliance. He has provided input and guidance in ICT for the Americas Competitiveness Forum in regards to innovating the local ICT sector as well as drafting a strategy for local businesses in terms of how to leverage ICT to achieve a higher level of output and achievement.
His qualifications and memberships include: Masters in Small and Medium Enterprise Management (MSMEM), Arthur Lok Jack Graduate School of Business, Trinidad (Distinction), Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Systems Administrator (MCSA), Microsoft SharePoint 2010 – Configuring and Administering, Microsoft Certified Professional (MCP), AIIM Electronic Records Specialist (ERM) and DRI International Associate Business Continuity Professional Certification.
Corporate Secretariat /Legal
Ms Janet Peters is an attorney-at-law with in excess of 15 years’ experience in law and Corporate Secretarial duties. She currently serves as the Corporate Secretary to the Board of Directors and heads the Legal function at iGovTT.
In her capacity as Corporate Secretary/Legal functionary, Ms Peters also has responsibility for ensuring that the Company is in compliance with its statutory and regulatory requirements and is also one of the company’s contacts for requests under the Freedom of Information Act.
She is passionate about corporate governance and to this end has assisted in the development of the corporate governance framework for the company as well as provided training to staff in this area. In addition to her qualifications in law, she is the holder of undergraduate and postgraduate degrees.
Mr. Sherwin Ragoonanan is presently the Head of Operations at iGovTT. His extensive career in IT spans over a decade in both the private and public sectors having held positions in IT and Electrical Engineering, Project Management, Account Management and ICT Infrastructure Solutions and Services Management and Support. He is a graduate of the University of the West Indies with undergraduate and postgraduate qualifications in the field of Electrical and Computer Engineering and is a certified Project Management Professional.
He is a member of the international professional organisation, Institute of Electrical and Electronic Engineers (IEEE) with membership in the Communications Society (ComSoc) and participation in the Instrumentation, Systems and Automation (ISA) Society.
Mr. Ragoonanan has been consistently and actively involved in the shaping of the national ICT landscape through his engagements in the industry ranging from policy development, infrastructure and application design, procurement, implementation management and support. He is committed and passionate about driving the national ICT agenda with a strong conviction that the effective use of ICT can create a better future for our country.
Head, Human Resources
Group Captain (retired) Tyrone Rodulfo was appointed Commanding Officer of the Trinidad and Tobago Air Guard (TTAG) from July 2009 to June 2014. He has over 25 years of experience and successful command in leadership and management, with a reputation for making the impossible work by charting new paths.
He also served as J1 (Director of Human Resources) in the Trinidad and Tobago Defence Force and was a member of the committee that established the MyPart and MiLAT Youth Training Programmes. Additionally, Gr. Capt. (ret’d) Rodulfo has held staff appointments within the Ministry of National Security and the Defence Force, the most recent being the office of Defence Transformation and Integration Secretariat (DEFTIS). Gr. Capt. (ret’d) Rodulfo holds a Masters in Human Resource Management (MHRM) and the designation “Global Professional in Human Resources” (GPHR) from the Human Resource Certification Institute. He is also a graduate of the United States Naval War College and holds a Post Master’s in Business Administration.
Head, Internal Audit
Mrs Koreene Trimm-Bailey is an experienced financial and auditing professional with a career spanning over 15 years of both local and international experience within the public and private sectors. She commenced her career in external audit with Ernst & Young (Trinidad), before migrating to Ernst & Young LLP (USA) where she continued her career in both the Energy and Health Sectors and was responsible for managing a wide portfolio of clients in other industries.
Her extensive professional background comprises of experience in planning, managing and executing a diverse portfolio of internal audit projects and functions, compliance and corporate governance.
She holds a Bachelor of Science Degree (Spec) in Accounting and is a Fellow of the Association of Chartered Certified Accountants (ACCA), a Certified Internal Auditor (CIA), a Certified Fraud Examiner (CFE) and is a member of the Institute of Chartered Accountants of Trinidad and Tobago (ICATT).
Mrs Trimm-Bailey possesses both an entrepreneurial and humanitarian spirit and has a passion for lecturing and mentoring. She founded “Baileys School of Wisdom” where she tutors students preparing for both the Caribbean Advanced Proficiency Exam (CAPE) and the Caribbean Secondary Education Certificate (CSEC) in Accounting and Principles of Accounts. She is currently the Internal Auditor at iGovTT providing independent assurance that the organization’s risk management, governance and internal control processes are operating effectively.
