Nischall Shane Poona is an ICT leader with 20+ years of experience helping organizations across the Caribbean unlock the full potential of technology. From digital transformation and ERP deployment to service delivery and strategic sales, Nischall has led high-impact projects in finance, telecoms, oil & gas, automotive, distribution and retail.

Nischall has a strong track record of optimizing business processes, implementing SLA frameworks, and mentoring technical teams to deliver exceptional service. His previous roles include Project Manager, Sales Director at Digicel (Trinidad & Tobago) Limited, Professional Services Manager at Ansa McAL Trading Ltd and Group Business Systems Manager at the Ansa McAl Group. In each of these roles, he demonstrated a consistent ability to drive growth, streamline operations, and align technology solutions with strategic business objectives.

Nischall is passionate about using technology to drive real change—and brings that mindset to every team, project, and challenge.

Khalid Burke

Director

Khalid is a visionary strategist and civic mobilizer whose career spans export logistics, brand architecture, and elite event operations across the Caribbean. With over a decade of experience in Jamaica and Trinidad and Tobago, he has led high-impact initiatives for global brands and national platforms, delivering operational excellence in sponsorship fulfillment, multi-site coordination, and volunteer management.

His work in export business development has supported regional market expansion and strengthened supply chain competitiveness. Across every role, Khalid blends strategic rigor with a deep commitment to community uplift, including advocacy for animal rescue and social impact campaigns.

His appointment to the board reflects his dedication to digital transformation, national development, and the creation of platforms that strengthen both institutional and civic ecosystems.

 

Brent C. Hector

Director

Brent C. Hector is a senior programme and project management professional with over two decades of experience leading complex ICT, digital transformation, and governance initiatives across the public sector, financial services, education, and development sectors.

The consummate professional, Brent brings to the Board a practical, delivery-focused perspective, shaped by years of working at the intersection of policy, technology, and institutional reform. His career spans senior advisory and leadership roles involving national ICT programmes, enterprise systems implementation, public sector modernization, and multi-stakeholder initiatives operating in highly regulated and politically sensitive environments.

Brent has advised senior public officials and executives on programme design, implementation strategy, risk management, and delivery assurance. He has led large, cross-functional teams, overseen multi-project portfolios, managed budgets, and worked closely with vendors, consultants, and development partners to ensure initiatives translate into measurable outcomes.

A lifelong learner, Brent is a certified Project Management Professional (PMP®) and holds several Scrum certifications. Additionally, he is a Member of the City & Guilds of London Institute (MCGI), a prestigious professional recognition aligned to advanced leadership and management practice.

Along with his professional work, Brent has extensive experience in non-profit and humanitarian leadership, coordinating emergency response and community-based initiatives across the Caribbean, as (Projects and Relief Coordinator) with Is there Not A Cause (ITNAC), an organization founded by his dear sister Avonelle Hector-Joseph and which delivers rapid emergency response to disaster hit countries region wide.

As a Director of the National ICT Company Limited (iGovTT), Brent contributes a strong governance mindset, deep delivery experience, and a clear focus on accountability, public value, and sustainable digital transformation, in service of national development goals.

Jessel Mohammed

Director

Jessel Mohammed is a business executive with over 10 years of experience in the energy, industrial services, and infrastructure sectors. He currently serves as Managing Director of JZ Energy Services Ltd., a leading oil and gas instrumentation and service company operating across Trinidad and Tobago and the wider Caribbean.

Jessel brings strong expertise in corporate governance, financial oversight, and strategic growth, complemented by hands on operational leadership. He holds a Bachelor’s degree in Business Management with minors in Marketing and Economics from Flagler College. In addition to his professional career, Jessel is a former professional golfer and has proudly represented Trinidad and Tobago as a national golfer, reflecting his discipline, competitive spirit, and commitment to excellence.

Sapphire Mohan

Director 

Sapphire Mohan is a practising Attorney-at-Law in corporate, commercial, construction, and regulatory law.

She has in-house legal experience advising on contracts, regulatory compliance, and operational legal matters, with exposure to construction and infrastructure projects, public–private arrangements, and cross-border operations.

Sapphire is known for her structured, detail-oriented approach and her ability to provide practical legal guidance that supports business objectives while managing legal risk.

She holds a Legal Education Certificate from Hugh Wooding Law School and an LL.B. (Hons) from the University of London, and continues to develop her professional expertise through ongoing training in construction law, contract administration, and regional compliance.

Shivana Motie

Director

Shivana Motie is a strategic marketing and corporate communications leader with experience spanning private-sector leadership and public-sector collaboration.

As Chairman of the Marketing and Corporate Communications Subcommittee at iGovTT, she provides governance oversight and supports initiatives that strengthen stakeholder engagement, public trust, and organisational impact. She brings an insight-driven, results-focused approach shaped by corporate governance exposure, public-interest campaigns, and integrated marketing execution.

Atiba Phillips

Director

Atiba Phillips is a Caribbean technology executive and digital transformation leader with over two and a half decades of experience advancing e-commerce, cyber-security, e-government, digital payments, and enterprise modernization across the public and private sectors.

He is the Chief Executive Officer of INFOCOMM Technologies Ltd., and XHUMA Healthcare Ltd. – developers of XHUMA, a unified digital platform used by healthcare providers, regulators, and government agencies across the region.

Previously, Atiba served as Executive Manager of e-Commerce/e-Business for the Government of Trinidad and Tobago, as well as Chairman / CEO of the National ICT Company where he spearheaded the country’s national digital business and national ICT strategies, and guided the modernization of government digital infrastructure, interoperability frameworks, and citizen-facing services.

He has also served as a consultant to organizations including UNDP, IDB, EU, CARICOM, and the Caribbean Export Development Agency, contributing to regional data governance and AI-readiness initiatives.

A Fulbright Fellow, Atiba holds an MBA in Global Management and Innovation from the University of California, Berkeley, and a B.Sc. in Management Studies from the University of the West Indies. His professional certifications include Microsoft’s CIO Leadership Forum (Latin America), UNECLAC’s ICT for Disaster Risk Management, and the Commonwealth Secretariat’s Negotiation Strategies for Senior ICT Professionals.

Atiba continues to champion technology as a catalyst for sustainable development, building bridges between Caribbean institutions and global digital ecosystems through innovation, policy, and partnership.

Miriam Rampersad

Director

Miriam Rampersad brings a diverse professional background with experience across accounting, human resource management, marketing, payroll administration, and the use of data and business software systems. Throughout her career, she has developed strong managerial and leadership capabilities, with hands-on experience overseeing teams, managing operations, and supporting organisational planning and decision-making across multiple functional areas.

Miriam’s experience in accounting and payroll has provided her with a sound understanding of financial processes, compliance requirements, and internal controls. Additionally, her work in human resources and marketing has strengthened her skills in people management, communication, and organisational development. She is comfortable working with data-driven tools and systems and place a high value on accuracy, efficiency, and informed decision-making.

Miriam is known for being hardworking, dependable, and detail-oriented, with a collaborative and practical approach to leadership. She holds herself to high moral and ethical standards and places significant importance on integrity, professionalism, and accountability in all aspects of her work. She believe these values are fundamental to effective leadership and responsible service.

Beyond her professional experience, Miriam is passionate about people, community well-being, and animal welfare. These interests shape her values and contribute to a balanced, compassionate, and principled approach to her personal and professional responsibilities.

Shannon Rampersad

Director

Shannon Rampersad is the Managing Director and Chief Technology Officer of ComuTech Ltd, which he founded in 2003 and developed into a leading provider of innovative ICT solutions in Trinidad & Tobago. With over 13 years of experience in information technology, he specializes in cybersecurity, IT infrastructure, and digital transformation.

He holds a Bachelor of Science in Computer Science and Information Systems from London Metropolitan University alongside numerous industry-standard certifications.

As a Director on the iGovTT Board, Mr. Rampersad brings strategic vision, technical expertise, and proven leadership to advancing Trinidad and Tobago’s national digital agenda. His entrepreneurial background and deep knowledge of ICT systems position him to contribute meaningfully to the Board’s mission of building a Digital Society, fostering a Digital Economy, and strengthening Digital Government services.

 

Kissoonlal Sinanan

Director

Kissoonlal Sinanan is an Attorney at Law currently engaged in Private Practice and Consulting. He appears as an advocate attorney at the High Court, the Court of Appeal, the Family court and the Industrial Court of Trinidad and Tobago. He also engages in drafting a diverse range of contracts and agreements including employment, construction (FIDIC), and International Trade.

His solid academic background in Law, International Relations and Business enhanced by his carefully crafted skill set over the years in the areas of law, trade negotiation (regionally and internationally), stakeholder management, dispute resolution and collective bargaining strategically fuels his commitment  to effectively contribute to the changing landscape of our country using his expertise to facilitate the creation of an environment that promotes sustainable growth and development and consistently create value for all stakeholders.
