Mr Charles Bobb-Semple is an accomplished, results-driven professional with notable success directing and project leading a broad range of corporate ICT systems initiatives while participating in planning, analysis and implementation of solutions in support of business objectives. With more than nineteen years of ICT experience, he is a certified project management professional who acquired two Masters degrees, an MBA in Business and an MSc in Computer Science.

Mr Bobb-Semple has a distinguished career spanning organisational restructuring, project management, software development, systems re-engineering, database design and administration. His track record of leadership, sector knowledge and practical experience is vital in helping the organization to achieve its objectives.

Sherwin Ragoonanan

Deputy CEO (Ag)

Mr. Sherwin Ragoonanan has an extensive career in IT, spanning almost two decades in both the private and public sectors. He has held positions in Electrical Engineering, Project Management, Account Management, and ICT Infrastructure Solutions, Service Delivery Management and Support. He is a graduate of the University of the West Indies with undergraduate and postgraduate qualifications in the field of Electrical and Computer Engineering and is a certified Project Management Professional.

He is a member of the international professional organisation, Institute of Electrical and Electronic Engineers (IEEE) with membership in the Communications Society (ComSoc) and participation in the Instrumentation, Systems and Automation (ISA) Society.

Mr. Ragoonanan has been consistently and actively involved in the shaping of the national ICT landscape through his engagements in the space ranging from policy development, infrastructure and application design, procurement, solution implementation, systems management and support. He has also been a representative in key panel discussions such as the Arthur Lok Jack’s World Economic Forum on the Global IT Report.

He is committed and passionate about driving the national ICT agenda with a strong conviction that the effective use of ICT will be the catalyst for a better future for our country.

Head, Delivery - Sherwyn Cambridge

Head, Delivery

Mr Sherwyn Cambridge has been with the Project Management Office at iGovTT from its inception in 2009. He has overseen the successful provision of project management to numerous projects, including TT Bizlink, the well-regarded ICT-based trade facilitation system.

A graduate from Andrews University, Michigan (MBA, Management BSc Computer Information Systems) Mr Cambridge is also PMP Certified and has an eGovernment Certificate. He has worked in New York, Guyana and Barbados before joining the Ministry of Public Administration in 2005. His experience from 2005 to present spans from the conceptualisation and development of ICT policy and business plans to managing the implementation of enterprise wide projects.

Edson Eastmond

Head, ttconnect

Mr Edson Eastmond has more than thirty-five years of work experience within the telecommunications, automotive, public transport, tertiary education, customer service and ICT industries. He holds a Masters of Business Administration degree with a specialization in Marketing from the Heriot-Watt University, a Masters of Science degree in Customer Service Management from the University of Leicester and an advanced diploma in Business Management from the Association of Business Executives.

At present, he is charged with the responsibility for the growth and development of the ttconnect unit. The value proposition of ttconnect is seen in citizens increasingly maximizing the accessibility of Government services and information which is made a reality through the use of the ttconnect channels. Mr Eastmond is also the holder of the Lean Six Sigma Green Belt, has completed Levels 1A and 1B in Spanish from the University of the West Indies, Centre for Language Learning and also completed the Certificate in Project Management Body of Knowledge from the Project Management Institute.

Neeala Maharaj-Racha

Head, Consulting

Mrs. Neeala Maharaj-Racha has over 25 years’ experience within the industry  including 10 years with a Top Fortune 100 company. Her experience has ranged from being part of an entrepreneurial organization, to public sector and finally international organizations. She brings a wealth of skills acquired across a multitude of roles including software engineering/architect, service delivery account manager and solutions sales. During her tenure at Microsoft she has had the opportunity to work across public and private sector institutions across the entire Caribbean territory covering a wide range of verticals and industries. She thrives on assisting customers to become competitive at a global scale and advancing their digital strategy, adoption, efficiencies and maturity.

Neeala is now committed towards ensuring that her strengths and experience can be adapted towards accelerating the growth of the Consulting Division at iGovTT.

Janet Peters

Corporate Secretariat /Legal 

Ms Janet Peters is an attorney-at-law with in excess of 15 years’ experience in law and Corporate Secretarial duties. She currently serves as the Corporate Secretary to the Board of Directors and heads the Legal function at iGovTT.

In her capacity as Corporate Secretary/Legal functionary, Ms Peters also has responsibility for ensuring that the Company is in compliance with its statutory and regulatory requirements and is also one of the company’s contacts for requests under the Freedom of Information Act.

She is passionate about corporate governance and to this end has assisted in the development of the corporate governance framework for the company as well as provided training to staff in this area. In addition to her qualifications in law, she is the holder of undergraduate and postgraduate degrees.

Luanne Phillip

Internal Auditor

Luanne Phillip is a FCCA certified professional, whose specialisation has been primarily auditing. She has experience in financial and advisory roles during her past tenure. Her career began at Pannel Kerr Forster (PKF) where she spent close to a decade in assurance. She’s had the opportunity to experience a diverse cross-section of business models, personalities and unique challenges. In this role, she was also an ACCA mentor assigned to assist colleagues achieve the objectives needed to gain their required work experience and ACCA qualification. She was admitted into the membership of ACCA (Association of Chartered Certified Accountants) in 2015 and her fellowship five years later in 2020.

Donna Samaroo

Head, Human Resources

Ms. Donna Samaroo, Head – Human Resources, has acquired approximately 25 years’ experience as an HR professional in various sectors, including Trade & Export, Oil & Gas, Design Engineering, Manufacturing and Security & Technologies.  Donna has worked with local, regional and international companies in areas of (but not limited to) Recruitment & Selection, Manpower and Succession Planning, Performance Management, Organisational Reform & Restructuring, Strategy Development, Change Management, Employee Relations, Industrial Relations, International HRM, and Talent Development. Her reputation as a solid HR professional has grown significantly over the years through her successes at various organisations. 

Ms. Samaroo takes pride in shaping organisational culture and is committed to ensuring that the Human Resources Department of iGovTT delivers exceptional service by adopting best industry practices, technological trends and legislative frameworks, thereby enabling iGovTT to continue to achieve its mandate, as well as be an employer of choice.

Irwin Williams has been able to help drive the understanding about software development in Trinidad and Tobago through a number of his roles and activities. He’s built award-winning software, taught at local universities and presented at a number of conferences.

In his role as head of software development at iGovTT, he’s looking forward to working with teams of dedicated professionals to bring high levels of value and delight to the population of Trinidad and Tobago and beyond, both with software services & solutions and in any other ways he can contribute.

Irwin and his wife, Amanda love being outdoors, engaging in creative pursuits and dancing from time to time. They have four children and enjoy sharing their passions with them as they discover the world and its wonders.

He’s also the best StarCraft player iGovTT has ever seen and all challengers are welcome.
